Tennessee Prioritizes Commonsense School Safety

Governor Bill Lee, School Leaders and Law Enforcement Work to Ensure a Safe Return for Students & Staff

Governor Bill Lee recently shared an update on the safety and security enhancements districts across Tennessee have made in preparation for the 2022-2023 school year. In response to Executive Order 97, signed in June, state and district leaders have worked to enhance school safety and promote community engagement. The Executive Order focused on engaging families and increasing transparency and collaboration with local law enforcement and district leaders. Governor Lee’s order aimed to build upon the foundation of common-sense school safety measures Tennessee has previously implemented, including the SAVE Act and the Safe Schools Act. These most recent updates reinforce Tennessee’s commitment to building a culture of whole-child safety on school campuses by engaging the whole community.

An Overview of Tennessee School Safety Standards

Executive Order 97

For Parents:

Schools Against Violence in Education (SAVE) Act

The purpose of this legislation is to establish specific and consistent requirements that support the creation of a supportive learning environment that strives to reduce potential risks to the greatest extent possible, including training administrators and staff to identify students exhibiting early warning signs of potential violence. It established the requirement for a comprehensive emergency operations plan developed in collaboration with local emergency response agencies to be submitted every five years or following any major change to the document. This plan must include the following:

  • Written code of conduct
  • Policy in place to prevent and respond to harassment and bullying
  • Formal procedures to receive, investigate and respond to threats, acts of violence or any misconduct
  • Clearly established roles and responsibilities of school resource officers
  • Formal policies governing who is allowed on school campuses and check in/out process for visitors
  • Required criminal background checks for all teachers and employees working in close proximity to children
  • Prohibition of weapons in any educational facility
  • Annual inspection by certified fire marshal
  • Implementation of procedures to ensure regular emergency drills are conducted
  • Formal procedures for responding to firearms on campus that include immediately notifying local law enforcement

Safe Schools Act

This act established funds for all public schools to implement solutions that will decrease the likelihood of violent or disruptive behavior and to protect students and staff from harm when such behavior may occur. The money can be spent on the following:

  • Facility security & planning
  • School safety personnel
  • Violence prevention
  • Training & drills
  • Behavioral health

The CARE Project: Providing Behavioral Threat Assessment (BTA) and Suicide Prevention Training at No Cost to Tennessee Districts!

The CARE Project – which stands for Connect Assess Respond Engage – is led by Learning Forward Tennessee in collaboration with TOSS, Navigate360, the Tennessee School Safety Center and Safe and Sound Schools.

Funded by a grant from the U.S. Department of Justice and Bureau of Justice Assistance, it provides Behavioral Threat Assessment (BTA) and Suicide Prevention Training at no cost to an estimated 900 school community teams in Tennessee.

BTA training was originally developed by the U.S. Secret Service and the U.S. Department of Education to assist schools in identifying and intervening with students or other members of the school community whose behavior indicates they may pose a threat to themselves or others. Threat assessment protocols are recognized as a best practice in school safety. Additionally, Tennessee schools are authorized by state law to establish BTA teams in collaboration with local law enforcement entities and are protected from liability when acting within the scope and function of these teams.

Tennessee law also requires districts to develop suicide prevention policies and training. The CARE Project provides an accessible option for Tennessee districts and schools to participate in training related to these important practices.
