California Education Code Sections 32280–32289.5 require all K-12 schools, public and charter, to develop and maintain a Comprehensive School Safety Plan (CSSP) to address campus risk, prepare for emergencies and create a safe learning environment. These plans must be assessed, updated and approved annually.
Assembly Bill 1747
Written in response to the tragedy at Marjory Stoneman Douglas High School in Parkland, FL, California Assembly Bill 1747 requires that all K-12 schools develop and train staff on active shooter response protocols. Florida
House Bill 1421
Florida House Bill 1421 (HB 1421) updates the 2018 Marjory Stoneman Douglas Public Safety Act and focuses on improving transparency around school safety and security as well as student mental health awareness. The bill was unanimously passed in both the House and Senate before reaching the desk of Governor DeSantis for signature. Signed into law on June 7, 2022, HB 1421 went into effect on July 1, 2022.
The bill authorizes the Commissioner of Education to enforce, rather than just oversee, statewide compliance with the updated standards in four main areas of improvement:

- Emergency drill procedures
- Youth mental health awareness
- School safety officers

House Bill 7
Florida’s House Bill 7, the “Individual Freedom” bill, went into effect on July 1, 2022. The bill requires instruction and instructional materials in public schools to adhere to the principles that no person is inherently racist, sexist or oppressive by virtue of their race or sex and that meritocracy and hard work ethic are fundamental to every person’s right to pursue success. Discussions of topics such as sexism, slavery, racial oppression and racial discrimination are not prohibited but must be conducted in an objective manner that does not endorse a certain point of view.
The Individual Freedom bill also outlines new guidelines for teaching difficult historical topics, such as African American history and the Holocaust. Affirming that the aim of this instruction should be to develop students’ understanding of the ramifications of prejudice and racism, schools are required to teach information that educates students on what it means to be respectful and responsible citizens. HB 7 also calls for the focus of this subject matter to be on encouraging tolerance of diversity to protect democratic principles. In line with these parameters of developing students into informed and productive citizens, high school-level character development instruction will now focus on fostering life skills that will build confidence, support mental and emotional health and enable students to overcome challenges.

Georgia
State Code § 20-2-1185
Georgia Code § 20-2-1185 established the requirement that all K-12 schools have a school safety plan to curb the incidences of violence on school campuses and provide a safe learning environment for all students, teachers and staff. The legislation also provides for funding requests to be made for the installation of physical security equipment. The Georgia Department of Education provided a School Safety Plan Template to help ensure district leaders are able to develop a plan that meets all requirements.

Illinois
School Safety Drill Act
Passed in 2021, the School Safety Drill Act established requirements for schools to follow when conducting school safety drills and creating emergency response plans. The bill also encouraged schools and first responders to work together for the safety of children. With its passage, districts were also required to implement threat assessment teams that include an administrator, teacher, counselor, psychologist, social worker and at least one law enforcement officer.
House Bill 3674
House Bill 3674 amends the School Safety Drill Act to specify the required involvement of law enforcement in safety and security drills. HB 3674 outlines the following enhancements:
- Schools must conduct a law enforcement walkthrough drill that addresses an active threat or active shooter situation
- Drill content and procedures must be created by a team that includes administrators, teachers, school-based health and mental health professionals, and law enforcement agency members
- The multidisciplinary team must evaluate the results of the walkthrough within two weeks of it being conducted

Passed on May 1, 2023, Indiana House Bill 1492 focuses on enhancing school safety measures. It modifies the permissible uses of the Indiana secured school fund and relocates provisions related to school safety specialists, programs and plans. The bill also revises the application procedures and reporting requirements for the fund. It mandates the establishment of county school safety commissions and safe school committees in each school corporation and charter school. As part of an act addressing barriers to care for mental health, St. 2022, c. 177, § 29, the Massachusetts legislature amended M.G.L. c. 71, §37H ¾(b) to require schools to take additional steps to re-engage students before using suspension and expulsion as disciplinary measures. These steps could include:

Previously, the law required that decision -makers consider ways to re-engage students in the learning process after disruptive behavior, but it did not establish any standards for employing these alternative approaches. With this amendment, which went into effect November 8, 2022, educators and administrators must attempt restorative solutions before using expulsion or suspension, except in cases where a student’s presence poses a specific concern or threat of harm.
The amendment also requires districts to implement school- or districtwide re-engagement models such as positive behavioral interventions and support models or trauma-sensitive learning models.

Senate Bill 2079, the School Safety Guardian Program, was signed into law in April 2023. Signed into law on August 1, 2022, P.L. 2022, c. 83 requires all schools to put in place a multidisciplinary threat assessment team in time for the 2023-2024 school year. In June 2021, the North Carolina Task Force for Safer Schools produced a five-year North Carolina State Action Plan for School Safety (SAPSS). Ohio
House Bill 99
Signed into law on June 13, 2022, Ohio House Bill 99 appropriated $6 million to expand the Ohio School Safety Center and create a new Safety & Crisis Division. SAVE Students Act
Ohio’s House Bill 123, also known as the Safety and Violence Education Students (SAVE Students) Act, brings together the departments of Education, Public Safety, and Mental Health and Addiction Services to create a comprehensive framework that will enable schools to protect students’ mental and physical wellbeing.
In alignment with the state’s Each Child, Our Future strategic plan for education, the bill takes a whole-child approach to student safety. Laid out by the Ohio Department of Education, this plan relies on a Whole Child Framework that brings the district, school, family, and community together to better support students.
Along with prioritizing a holistic approach, Ohio’s HB 123 requires evidence-based solutions. House Bill 322
In May 2023, Governor Bill Lee signed House Bill 322 to improve Tennessee school safety, following the active shooter attack at Covenant School in Nashville. The bill enacts a multi-tiered accountability plan to ensure exterior school doors are locked while students are present and requires private security officers to receive active shooter training prior to being posted at schools. It also requires every school district to establish threat assessment teams to identify and address potential threats and develop annual safety plans that include a newly required incident command drill for school leaders and law enforcement.

The CARE Project – which stands for Connect Assess Respond Engage – is led by Learning Forward Tennessee in collaboration with TOSS, Navigate360, the Tennessee School Safety Center and Safe and Sound Schools.
Funded by a grant from the U.S. Department of Justice and Bureau of Justice Assistance, it provides Behavioral Threat Assessment (BTA) and Suicide Prevention Training at no cost to an estimated 900 school community teams in Tennessee.

Alyssa’s Law
Named after Alyssa Alhadeff, a victim of the Marjory Stoneman Douglas High School tragedy, Alyssa’s Law addresses the issue of emergency response time with silent panic alert systems linked directly to first responders and law enforcement agencies. Some Alyssa’s Law legislation also requires schools to conduct safety risk assessments and make any physical security measures recommended. The law has already been passed in Florida, New Jersey, New York and Texas. It is currently awaiting votes in Arizona, Nebraska, and Virginia and at the federal level.
