PDO Phases

A Phased and Data-Driven Approach

Exploration & Understanding: An Evidence-Based Assessment and Customized Plan

We work with your stakeholders to understand your school/district’s overall approach to safety, gathering data, and alignment on the BTA program. We map current program implementation to evidence-based school threat assessment models, identify potential barriers and how to address them, and develop a customized implementation plan.

PDO Phase: Exploration & Understanding
PDO Phase: Pre-Implementation and Readiness

Pre-Implementation and Readiness: A Focus on Building Systems to Support Your Program

Schools and districts receive hands-on guidance and support in developing policies and procedures, creating implementation support resources, engaging internal and external partners, crafting messaging and communication for various audiences, consulting with subject matter experts, research, development, and implementation of training required by local, state, and federal requirements, developing a data collection/review plan, and assessing overall readiness to implement the behavioral threat assessment program.

Program Implementation: Intensive Support and Coaching Throughout Implementation

Our hands-on method includes the rollout of your BTA program, often in a cohort approach, providing technical assistance to teams, continued communication with internal & external partners, and the continued development of resources and training to support identified areas for improvement.

PDO Phase: Program Implementation
PDO Phase: Data Interpretation

Data Interpretation & Continuous Improvement: A Deep Dive into Data Within Your Context to Guide Future Enhancements

Our approach places additional focus on collecting and reviewing both case and user data—on a regular and defined schedule—to evaluate the implementation, fidelity, and outcomes of your program, with the goal of identifying areas that are working well, those that need improvement, and opportunities for expansion.

Navigate360’s Program Development & Operation provides schools and districts with the confidence to navigate the complexities of behavioral threat assessment, unlock the full potential of their programs, and implement best practices to prevent harm before it occurs.

CSTAG Frequently Asked Questions
Why do we need PDO?

Although behavioral threat assessment (BTA) has become a widespread and accepted school safety strategy, implementation of a BTA program with fidelity remains a challenge. As lessons learned following incidents of school violence have shown us that the operation of a successful BTA program is much more than just selecting an assessment model and training staff (although these are important pieces of implementation). Making operational decisions and implementing those decisions is a “heavy lift” up front regarding staffing, resources, and subject matter expertise as well as an ongoing challenge in maintaining a program. Navigate360’s Program Development and Operation (PDO) premium service provides customers with comprehensive support encompassing all aspects of their behavioral assessment program.

What do I get specifically with PDO services from Navigate360?

  • Development of a variety of support resources (one-pagers, videos, flowcharts, toolkits) that support implementation and are aligned to the district’s policies and procedures
  • Ongoing, intensive technical assistance for your BTA program

We have been doing behavioral threat assessment for a long time, what value does PDO provide us?

PDO not only supports the development of new BTA programs, but also the improvement, expansion, or integration of an existing program/initiative. This involves an ongoing, data-driven, and systematic process of planning, implementing, and evaluating the program collaboratively with all stakeholders who have a vested interest in the program. Conducting the initial evidence-based program assessment will allow you to systematically identify and prioritize how to take your program to the next level.

We have chosen an assessment model and done some training, what else is there to a BTA program?
  • Do you have Board policy to guide your BTA program?
  • Do you have written procedures, aligned to policy, that support program implementation?
  • Is your BTA program incorporated into your district emergency or crisis plan?
  • Does your BTA program coordinate with other programs and interventions that the district utilizes (e.g., special Ed, 504, RTI, SEL, restorative practices)?
  • Is the makeup of teams specified in terms of the expertise, positions, and roles to be included?
  • Are expectations for team meetings outlined, including frequency, content, and tracking?
  • Have ALL staff been trained to the appropriate level that will engage with the program?
  • Have you defined and communicated specific ways information can be reported, including at least one anonymous option?
  • Do you have defined work flows to step down a case, review a case, transfer a case, engage another team on a case, and close a case?
  • Have you defined when and how law enforcement and/or mental health professionals should be involved in a threat case?
  • Is all case documentation accurately and securely maintained, while providing immediate access to those who need it?
  • Have all internal and external stakeholders with a vested interest in threat management been included in the program through regular engagement and contributions?
How customized is the process to support my school/district?

PDO is a completely customized premium service offered by Navigate360. It starts with an evidence-based program assessment that is mapped to BTS best practices. This assessment is then used to customize a specific program implementation plan just for you. We work alongside district leaders to understand your specific context, approach to safety, and the desired goals and outcomes of your BTA program.

Why is data gathering, analysis, and interpretation so important to a BTA program?

We focus on data insights, which provide wisdom about your teams and BTA strategies, allowing you to improve or enhance your BTA program. Simply identifying and gathering data is NOT enough, it must be interpreted within your specific context. Through our understanding of the data, we can highlight what is working and identify areas for improvement or future enhancement. This allows for data-driven discussions and decisions to be made regarding your BTA program, especially for building-level teams. Throughout our PDO process, we will produce auto-generated quarterly reports as well as quarterly meetings to review and interpret data collaboratively to build long-term capacity and sustainability.
