Michigan’s education budget for FY 2025–26 announced an unprecedented $321 million in school safety and mental health funding through the 2025 Section 31aa of Michigan Senate Bill 166.

2025 Section 31aa: Funding Overview
$321 million available in FY 2026 for school safety and mental health initiatives.
- Opt-in window: October 24–November 30, 2025
- To avoid delays due to the Thanksgiving holiday, Navigate360 recommends submitting no later than November 17th
- Subsection 2: Non-competitive, per-pupil allocation
- Subsections 4 & 5: Competitive grants for additional supports
Subsection 2 – Per-Pupil Allocation
- Apply by: Sunday, November 30, 2025, at 11:59 PM via GEMS/MARS (MiLogin)
- To avoid delays due to the Thanksgiving holiday, Navigate360 recommends opting-in no later than November 17
- Funds disbursed: By December 31, 2025
- Spend by: September 30, 2026 (extension available through September 30, 2027)
Must submit an expense report by July 1, 2026, and coordinate with your ISD/RESA.
Subsections 4 & 5 – Competitive Grants
- Applications open: Early 2026 in NexSys
- Deadline: To be announced
- Spending deadline: September 30, 2027 (automatic carry-forward)

| A secure platform, administered by the department of state police, for school officials, emergency responders, and emergency management coordinators to house all school safety-related items, including, but not limited to, EOP templates, EOP guidance, reference documents, and security assessments. The platform should use existing password-protected access control methods schools currently utilize and, to the extent possible, be capable of integrating with existing platforms or technologies used by districts for school safety. Through permissions-based access control, the platform should be able to relay information clearly and in real time to each person or entity necessary to provide a unified response to a safety incident, or to take appropriate action in response to an anticipated disruption to the normal functions of the surrounding community. |
