The U.S. Secret Service’s analysis of targeted school attacks found 80% of attackers elicited concern from others through their behavior—but only 17% of schools have any system in place to catch it.

The most common motive: a grievance with peers, usually tied to bullying.

Vaping in the restroom, fights between classes, bullying where no adult is watching—the most common incidents don’t happen in class. They happen in the unstructured minutes of movement, in the few square feet no one’s covering. In the first 90-day window, those minutes add up fast.

One district is proving those numbers can move. Charlotte County Public Schools—16,875 students across 25 schools—cut vaping referrals by 27% in a single school year with structured behavior intervention.
